I think the answer lies also in the objects presented as tools. If one has something that can harm, and it is meant to be used, sooner ot later it will be used.

A No consequences policy would elicit a sort of curious cruelty from perople with repressed aggression, the type found in psychopaths or the child that cuts open a small animal to see what happens

When it comes to a debate over guns, I always believe not having them as an option is the answer to prevent violence. It’s a tool of violence and assault in the back of our minds, sitting there as an option.
